readmittance to MSN program

I was enrolled in a MSN program, completed 27 credits with 3.6 GPA. Last year I had a flagged drug screen from taking 1 fioricet. When contacted I admitted I took 1 pill for a migrance that a fellow nurse gave me, but die dot take it while working. Since it worked I then got a prescription for it.

I had to meet with the school doctor and disclosed I had a chronic back condition and had was seeing same pain management doctor for over 5 years. I provided details of the prescribed medicines. After the doctor and I met with the Dean of Nursing where I was told they would report the incident to the Licensing Board and reccomended I withdraw from school. If I withdrew I would be able to reapply when I settled things regarding my license.

The doctor suggested I voluntarily enroll in a program (PNAP). I contacted PNAP and was considering the program. However, they require you to sign a document that you were a drug addict. I refused to sign such document since I only took 1 unprescribed pill and am closely monitored and do not abuse any drugs and do not drink any alcohol.

The school reported to the Licensing Board that I was impaired, which was never the case. I made decision to fight the school allegations. After investigation, doctor and psyc evaluation, the Licensing Board determined there was no evidence to support the allegations. There was no discipline action against me.

I reapplied to school and was denied readmittance. The school will not give me a reason for denying my application. I exceed every requirement and while going thru the application process the advisor told me I would be considered a VIP.

My questions are -
Has anyone had success in getting back into school?
I am concerned now that the dean knows I have a disability she is holding my against me. Does anyone know if there is protection under ADA?
Should my medical history be confidential under HIPPA?
Does anyone know of any schoold in the Philadelphia PA/ South New Jersey that would let me tranfer credits? I ahve invested over $40,000 to my MSN, I cannot afford to just start over.
Does anyone know of attorney in PA/NJ that may be able to help?

I appreciate any advise or help you can provide.
